GROWTH OF THE DISTRICT.
The number of plans submitted to the Council during the
year was 72, of which number 54 were approved, comprising
110 houses. These included eight shops and dwelling-houses
combined, three lock-up shops, one chapel and school, one
bank, four additions and alterations, nine additions to
factories and workshops, and five other buildings. According
to a census of houses taken at end of year 1903 there are
1227 houses in occupation, and 245 flats. The total number
of houses and flats in the district is 1705, an increase of 150
over the previous year.
It is satisfactory to note that the ratio of flats to houses
is on the decrease-in 1902 and 1903 there was one flat to 5
houses; in 1901 one flat to 4.2 houses.
NEW ROADS, &c.
Several new roads have been made up and taken over by
the Couucil, adding considerably to the improvement of the
district, and others are in course of making up at the present
time. Experience proves that the making up and proper
scavenging of these roads has a distinctly beneficial influence
on the health of the district. Many decided improvements
have been effected in the High Street.
FACTORIES AND WORKSHOPS ACT, 1901.
The number of factories in the district is 7. All have
been put in a safe condition as regards means of escape in
case of fire, and the sanitary arrangements are satisfactory.
No contravention of the Act has been observed.
WORKSHOPS.
There are 25 of these in the district; they have been
found in a fairly satisfactory condition. No overcrowding has
been observed. The ventilation and air space have been
attended to. No contravention of the Acts has been observed.
There are no outworkers at present in the district that come
within the scope of the Act.
