(v.) Smoke Abatement.
A large number of complaints were received regarding
excessive smoke and dust from the chimneys of various
cement factories. These were considered by the
Council and expert advice was sought from H, M. Home
Office. It is anticipated that conditions will be improved
during the forthcoming year owing to certain technical
alterations in one factory.
SCHOOLS.
The Medical Officer of Health being also School
Medical Inspector under the Essex County Council, the
supervision of school premises and of the health of the
scholars is greatly simplified, providing as it does
unbroken continuity.
The general sanitary conditions of the schools is
satisfactory although minor improvements could be made
in some of the older establishments.
Caravans and Moveable Dwellings.
Number of Caravans in area 65
„ Inspections made 171
It is regrettable to note that there is still a tendency
for the number of these structures to increase. These
caravans are situated mostly in three districts, namely :
(a) Portsea Road and Bryanstone Road, West Tilbury
(b) Orsett Heath
(c) Fobbing
During the year every endeavour has been employed
to deal with many of the insanitary caravans in the
district. Notices were served on five occupiers who
were prosecuted on a special resolution of the Council
to obtain an order prohibiting their residence within the
Orsett Rural District, but only one such order was
obtained, although convictions with daily penalties
were registered against the remaining four. I have
reason to believe that in the near future further action
will again be taken against these undesirable dwellings.
