During the year, with the exception of possibly
one parish, little criticism can be levelled at the various
Contractors. There is no doubt, however, that the
Council should consider the provision of more up-todate
methods for refuse removal along the main roads.
It is my earnest hope that during the next year or so
proper refuse disposal carts with adequate mechanical
covering will be provided.
During the year the tipping of refuse from the
Parishes of Little Thurrock and Orsett has been
"controlled." Refuse Dumping when properly carried
out not only creates no nuisance but is actually a very
valuable means of reclaiming low-lying or marsh lands.
During the year only one complaint was received, and
that was due to firing. Apart from this one complaint
the "Control" has given fair success, its complete
success being prevented by persons obtaining access to
the tip and raking over the rubbish in the hope of finding
saleable commodities. The Council would do well
to consider the taking of legal action from time to
time to prevent this regrettable practice being carried
out.
During the year the Council have, as will be seen
at a later stage of the Report, adopted Bye-laws to control
Refuse Dumping. The district has received attention
from the Local Authorities from the Metropolis in
regard to the disposal of their house refuse, and the
Council have very wisely adopted stringent Bye-laws to
prevent nuisances arising. These bye-laws divide the
Council's district into two portions as defined on a map
and allow only certain levels to be deposited at one time.
They also deal with covering and crude refuse. Refuse
Dumps of this nature exist at Mucking, East and West
Tilbury, and Fobbing. They are frequently inspected
and are considered to be comparatively satisfactory.
Refuse from the following Metropolitan Boroughs
is dumped within the district: Bermondsey (Fobbing
Horse); Hammersmith and Lambeth (Mucking);
Kensington and Greenwich (East Tilbury).
