was below or equal to the actual permitted number but equal to or
greater than the reduced permitted number, the family was possibly
overcrowded. From these particulars it was ascertained that in 910
premises there was definite overcrowding and in 3,113 premises possible
overcrowding. These latter were then transferred to Form B in order
that particulars as to size of rooms could be obtained. The work of
measuring up in these 3,113 premises was commenced by the 9 survey
assistants and the Sanitary Inspectors on the 11th November and was
duly completed to schedule. On the scale, the permitted number
according to size of rooms was as follows —

In this connection, it should be noted that every room in the house
had to be measured up in these cases. For instance, a house might
contain four families, only one of which was possibly overcrowded, but
the measurement of the rooms occupied by all four families had to be
obtained and subsequently worked out by the clerks. In 375 cases out
of the 3,113, definite overcrowding was found to exist, whilst a further
97 cases have been recorded "for review" as being cases in which,
owing to the ages of children, etc., overcrowding will doubtless develop
within the next two years.
The following is a concise statement as to this aspect of the
Survey:—

Definite overcrowding is existing in the Borough, therefore, in
1,287 dwellings, or 6.9 per cent. The number of cases of overcrowding
in these dwellings is 1,317.
