On the death of Mr. J. W. Hiscox being
reported, the Vestry unanimously ordered to be
recorded on the Minutes their unfeigned regret at the loss
the parish had sustained, and the high esteem in which the
deceased had been held by every member of the Vestry and
by all who had had opportunities of associating with him in
the administration of local self-government.
The Vestry have also had to regret the decease of
Mr. John Willis King, a much respected colleague, who
served the office of Churchwarden of St. Margaret's in
1870, 1877, and 1878.
Sir Walter do Souza, one of Westminster's
representatives on the London County Council,
was twice the recipient of the unanimous thanks of the
Vestry for furnishing valuable information in connection
with the preparation of the Vestry's Estimates for the year
1891-2, and with the proposed tunnel under the river at
Blackwall.
The resignations of Messrs. D. de Pinna, W. H.
Baker, W. Cleghorn, and C. Sweeting were received during
the year.
THE FINANCE COMMITTEE.
The Finance Committee met twenty-three times, Mr. C.
C. Piper and Mr. W. M. Scudamore being appointed Chairman
and Vice-Chairman respectively at the first meeting.
The important work of the Committee, comprising the
settling and examination of the Vestry's accounts, the
supervision of the collection of rates, and of fines, fees,
penalties and Other moneys, the regulation of loans and
deposit accounts, and the preparation of the annual
estimates, has not presented during the year any special
features calling for remark.
