And again, I may remark that in the cholera year
of 1849 the total mortality in the City was 30 per
1,000 of the population; in 1854, it was 257 per
1,000, and in 1866 it was only 222.

These are evidences of great improvement in
the sanitary condition of the City; for in 1849
you had only just obtained your sanitary powers,
in 1854 they were largely in operation, and in
1866 they were still more fully developed,*
