It will be seen moreover from the tabular statement submitted that the advance of 2¼d. before referred to is attributable mainly to the increased

requirements of the Guardians, the Vestry's expenditure necessitating an increase of little more than ½d. in the £.

The total debit, or amount to be collected, during the year was
£439,552. Of this amount, £419,416 was actually collected, and £271
was carried forward as recoverable arrears. The amount unrecovered
(£19,864) is accounted for principally by empty property, the remainder
being due to allowances for reduced assessments, commission to owners,
rates excused and "runs." These last two items, which are practically
the bad debts of the Vestry, amounted to £1,916 only, or 8s. 8d. per
£100 of the total debit.

The following table (if compared with that in last year's report) shews a continued decrease in the percentage of "empties" and losses. During the past year the average number per quarter has been 1,486, as against 1,512 for last year, and 1,806 for the year 1890.91.
