Both orders contain provisions involving the control of the London
County Council over (he breaking up of streets and making it the sole
authority for permitting the placing of overhead wires in the parish as
does the model Order of the Board of Trade, although these provisions
appear to your Committee to be not only a departure from existing
legislation, but directly contrary to the provisions of the Electric
Lighting Act of 1882.
Under all the circumstances your Committee is of opinion that the
two Companies should be required to deposit at least £1,000 each in respect
of their works in this parish alone, this being in accordance with the
precedent set by the model order, to omit all reference to the London
County Council in connection with the control of overhead wires and
the breaking up of streets in the parish; to schedule in addition to
the Streets scheduled by the House-to-House Electric Light Supply
Company, Junction Road and Parkhurst Road, and that as regards the
Brush Electrical Engineering Company, Limited, it be required to omit
the clause enabling it with the sanction of the Board of Trade to
transfer its order.
Subject to these requirements being complied with, and to a
satisfactory understanding being arrived at with the Companies as
regards minor details, your Committee recommends that it be
authorised to intimate to the respective Companies, that the formal
consent of the Vestry as the Local Authority, be given to each of such
Provisional Orders.
Your Committee has further to report that the London Electric
Supply Corporation, and the Metropolitan Electric Supply Company
have both of them abandoned their intention of applying for orders
during the present session, as regards the Parish of Islington.
All which is submitted.
January 13th, 1890.
HY. S. FRIEND,
Chairman.
