APPENDIX A.
"THE HORSE AND ITS FODDER."
"One of the strongest points in the denial of the truth of our allegations as
"to goods going out of the house was Mr. Lambert's statement that the porter
"kept a book in which be recorded everything that went in or out of the house.
He hoped the papers would give this fact publicity."Well, now, it so happens
that two years ago, unknown to Mr. Lambert and his colleagues, who appear
never to have taken the least interest in the matter, the parish was happy in
the service of a porter, who did book "everything that went in or out of the
house," and who moreover made a copy of some of the more important entries
for his own use, and retained it after quitting the service of the ratepayers.
This man left Cornwallis-road, in January, 1887, and during the early part of
the previous year a horse and trap were kept at Cornwallis-road, and, strange
to say, the fodder always came from the Vestry The following extracts from
the porter's book at the time will be of interest:—

The book will show the Guardians the truth of this. We may state that
the porter informs us that he frequently booked the horse and gig as being
used by a guardian, also that inmates regularly went out to work for guardians,
and often took parcels or the truck with them, these facts being duly recorded.
So much for Mr. Lambert's kind information that "everything is booked."
We should like the guardians to inquire whose was the horse, how it came
about that the fodder was delivered in Vestry carts, and where the horse went
on quitting their premises. We may mention that King, the man who had
charge of the horse, is now working in the kitchen of Shadwell House.
