effects of the Act in regard to the Parish of
Clerkenwell:—
The present Vestry will continue in office until
November or December, 1894 (Sec. 79), and will
then all go out of office. An entirely new Vestry
will then be elected, of whom the third lowest on
the poll will remain in office until May, 1896, the
the next third until May, 1897, and the highest
third until May, 1898. Should there be no poll in
any Ward, the question of retirement will be decided
by the Vestry by ballot (Sec. 79).
With regard to the persons eligible for election,
all rating qualification will cease. Any person,
male or female, whose name appears on the register
of electors in the Parish, including householders,
lodgers, service franchise voters, ownership voters,
and any person who has during the whole of the
preceding twelve months resided in the Parish will
be eligible for election (Sec. 23).
The electors will be not only the ratepayers direct
and indirect who form the electorate for the County
Council, but also lodgers, service voters, and ownership
voters (Sec. 44).
The elections will be conducted under the provisions
of the Ballot Act, 1872, the Municipal
Elections (Corrupt and Illegal Practices) Act, 1884,
and Part IV. of the Municipal Corporations Act,
1882, subject to rules to be framed by the Local
Government Board (Sec. 48).
The ex-officio Chairmanship of the Vicar will
cease, and at. the first meeting after the Annual
Elections the Vestry will appoint a Chairman for
the year (Sec. 31), who will be by virtue of his office
a Justice of the Peace for the County of London
(Sec. 22).
