agree to keep the portion of the roads and footways
which are disturbed for laying the Electric wires in
repair for three years. To this condition both
companies assented. The Board of Trade then
appointed Major Marindin, C.M.G., to hold an
Enquiry into the various applications for Electric
Lighting, commencing on 3rd April, and the matter
was at this stage at the close of the year to which
this Report relates.
Protection from Fire.—In June the Vestry
received a letter from the Vestry of St. James,
Westminster, in favour of Fire Escapes being kept
under the charge of attendants at all times, both
by day and night, to obviate the delay and danger
which occurred at a recent fire in the Edgware
Eoad.
The Vestry, although they did not think it
necessary to concur in the suggestion of the Vestry
of St. James, Westminster, expressed the opinion
that an extension of the time during which the
men in charge of the fire escapes are on duty is
desirable.
In consequence of the fire referred to and to the
danger shown to exist, the Vestry in July received
a letter from the Metropolitan Board of Works,
stating that on and after the 1st October next, the
hours during which Firemen shall be on duty with
the Fire Escapes shall be from 9 p.m. until 7 a.m.
all the year round.
The Vestry also received a letter from the St.
Olave's District Board of Works, expressing the
opinion that in the erection of Industrial Dwellings,
the requirements for the protection of life from
fire are not sufficiently considered, and that it is
expedient that statutory powers should be given
to some central authority to compel the provision
of adequate means of protection of life from
