With regard to the treatment of Tuberculosis, I set out in
full the whole aspect of the position and obligations of the Council
under the Act in my Report for 1912. The utilisation of the
Council's Small Pox Hospital at Dagenham continued to receive
the sanction of the Local Government Board as a temporary
Sanatorium, and during the year 190 cases (125 males and 65
females) were admitted thereto, of whom 174 were insured
persons and 16 un-insured. With regard to the scheme for the
erection of the permanent Sanatorium the Council's decision that
Wootton's Farm, Langdon Hills, Essex, be purchased as the site
therefor received the sanction of the Local Government Board,
and the Borough Engineer and Medical Officer of Health were
instructed to confer and prepare plans of the buildings to be
erected. The Local Government Board recommended that it was
desirable that a Resident Medical Officer should be appointed for
the temporary Sanatorium, and in accordance therewith the
Council appointed Dr. G. M. Mayberrv, who commenced his
duties on 2nd April, such appointment having received the
approval of the Board. The question of the provision of temporary
hospital accommodation came before the Council, and
they decided after considering the matter from various points of
view to use some of the permanent beds at Dagenham Hospital
for the purpose.
At the end of last year the Dispensary was in course of completion.
On 23rd February, 1914, it commenced its operations.
Two nurses were appointed with Dr. F. G. Collins, still acting
as Tuberculosis Officer. Towards the middle of the year the West
Ham Insurance Committee agreed that the duties of Medical
Adviser to the Committee be transferred from the Medical Officer
of Health to Dr. Collins with full clinical charge of the cases
referred to the Tuberculosis Dispensary, and that the Medical
Officer of Health act in future as the General Medical Adviser to
the Committee. The Council agreed to the proposals of the
Insurance Committee.
