1890. The action taken by the Council for this purpose is best
shown by the following recommendations of the various Committees,
all of which were ultimately adopted by the Council:—
Public Health Committee, February 3rd.—"That they have
had an interview with the Medical Officer of Health
and the Medical Superintendent, with regard to the
scheme for the extension of the hospital, the Legal and
General Committee having now practically completed
the purchase of the site, and find that, owing to the
complications introduced by the necessity for adapting,
or partially adapting, the existing hospital and the
buildings belonging to the Guardians, and at the same
time meeting the requirements of the Local Government
Board, as to the provision of new hospitals, it is
impracticable to lay down definite conditions and
instructions for a completion as agreed to by the
Council on the recommendations contained in Clause 8
of the report of the Public Health Committee, dated
7 th October, last, inasmuch as a considerable amount of
preliminary work and negotiation with the Local
Government Board will probably be necessary before a
general scheme can be agreed upon, and keeping in view
the necessity for availing themselves of the best advice
obtainable in so important a matter, they recommend
that the Public Health Committee be empowered to
select an architect who has had experience in erecting
hospitals for the treatment of infectious diseases, to be
entrusted by the Council with the work."
Public Health Committee, 5th May.—" That they have been
in communication with Mr. Edwin T. Hall, F.R.I.B.A.,
and recommend that he be engaged to prepare a scheme
for utilizing to the full extent the site at Plaistow,
including such of the existing buildings as may be suitable,
and so arranged that the buildings can be carried
out in sections from time to time, as may be required."
