Bathing Place.
The campsheeting was repaired and the dressing rooms
were painted. I need scarcely state that I place great importance
upon this place being kept maintained in its present
good condition, and, particularly having regard to the fact that
forty-six thousand persons frequented the same during the
past season, and that forty-six children had been taught to
swim.
The Club which is attached had a series of very
successful races and the inhabitants generously provided
some useful prizes which were awarded to the successful
competitors by the President of the Club, Dr. Murphy.
General.
I may be permitted to remark that although there has
not during the past year been so many statutes affecting my
department as in the previous year there have however been
several very important orders, rules and regulations from
time to time issued by the Local Government Board, Home
Office and the Council which give many extended powers, and
these should be the means of coping with those questions
which previously were fraught with considerable difficulty
and not free from doubt.
The Housing & Town Planning Act 1909 and Orders
thereunder should be the means of affecting some good
results. The Act has undoubtedly increased duties upon
landlords as to keeping houses in repair. It is a little
unfortunate that there is nothing in the Act to make the
tenants a little more careful.
A Town Planning Scheme may I understand be made as
respects any land "which is in course of developement or
appears likely to be used for building purposes" and of any
neighbouring lands, and I trust that the provisions of the
statute may not be permitted to become non-effective here.
In concluding this report I may be allowed to refer to the
services so long and so capably rendered to the town by your
Inspectors of Nuisances. I must also express my gratitude
