Of the 298 houses inspected: —
30 were let at an annual rental of £16 or under

Sec. 14 of the Housing and Town Planning Act, 1909,
reads :
" In any contract made after the passing of this Act for
letting for habitation a house or part of a house at a rent not
exceeding—
(a) in the case of a house situate in the administrative County
of London, forty pounds;
(b) in the case of a house situate in a borough or urban
district with a population according to the last census for
the time being of fifty thousand or upwards, twenty-six
pounds:
(c) in the case of a house situate elsewhere, sixteen pounds;
there shall be an implied condition that the house is at the
commencement of the holding in all respects reasonably
fit for human habitation, but the condition aforesaid shall
not be implied when a house or part of a house is let for a
term of not less than three years upon the terms that it be
put by the lessees into a condition reasonably fit for
occupation, and the lease is not determinable at the option
of either party before the expiration of that term."
As the population of the Borough is under fifty thousand,
Section 14 of the above-mentioned Act, can only apply to
those houses let up to £16 per annum.
So far as the Borough of Richmond is concerned, the
rental fixed under this section is too low for the provisions of
the Act to be of much benefit to the district, as the following
particulars show :
