At the December meeting of the Council the Street Improvement
Committee reported as follows:—
The Committee have approved draft Provisional Agreement for
the purchase of two acres of land in North Sheen on the estate of
the Popham Trustees, and they recommend the Council to apply to
the Local Government Board for sanction to borrow the sum of
£4000, the amount of the purchase money, such sum to be repayable
within the maximum period allowed by the Housing of the
Working Classes Act, 1903.
The Local Government Board have issued an Order confirming
the Scheme made by the Council under Part I of the Housing of
the Working Classes Act, 1890, for the Improvement of the Red
Lion Street Area, and the Committee propose to take into consideration
forthwith the steps required to carry the Order into
effect.
The Council may remember that on the 27th May, 1902, the
Local Government Board issued their formal sanction to the

dealing with the Red Lion Street Area, they stipulated that such
loan should be repaid within ten years, at the same time intimating
that when a Scheme had been submitted to the Board, they would
be prepared to entertain an application for sanction to the reborrowing,
for an extended term of years, of so much of the loan as
might then be properly outstanding. The amount of such loan so
outstanding is £4,800, and the Committee RECOMMEND the
Council to make application to the Local Government Board for
sanction to the re-borrowing of the sum of £4,800 for the maximum
period allowed under the Public Health Act, 1875, that is to
say, within 60 years from the actual date of the original borrowing.
With reference to the above-mentioned Confirming Order, the
