COWSHEDS, DAIRIES AND MILKSHOPS.
The decrease in the number of cows and cowsheds in the
Borough is satisfactory, as it is unnatural for cows to be confined
in an ill-ventilated shed in a populous district.
It cannot be expected that the same quality of milk can be
extracted from such cows as those which are turned out to grass
in the open country. Frequent and careful examination of all
the premises connected with the supply of milk to the Borough is
made, and marked improvement during the past few years has
taken place on the insistence of the need for proper ventilation
and absolute cleanliness in utensils, etc., used for milk storage.
The largest quantity of milk consumed in the Borough is
brought in by rail from country districts.
The Essex County Council are responsible for superintending
the quality and purity under the Food and Drugs Act. For particulars

CUSTOMS AND INLAND REVENUE ACT.
18 certificates were granted to owners of tenements for
exemption from Inhabited House Duty where the tenements
afforded suitable accommodation for more than one family, and
of an annual value of less than £20.
DISINFECTION.
1,307 premises were disinfected during the year. The steam
disinfector at the Isolation Hospital is used for bedding and other
articles requiring disinfection.
