During the year 1,904 loads have been collected and deposited
at the Council's Destructor, as compared with 1,872 loads for the
year 1912.
By reference to the Nuisance Table inset facing page 12G,
it will be seen that 133 offensive accumulations were discovered
as ocpmared with 165 for the previous year. These offensive
accumulations consist principally of garbage, which is deposited
on vacant land and back passages.
DUST BINS.
Under the provisions of the East Ham Improvement Act,
1903, the Council have power to call upon owners to provide every
dwelling house with a galvanised iron dust bin, and to determine
its size and construction. During the past year 193 premises have
been reported to the Public Health Committee for not being
furnished with a suitable dust bin. In each instance the Committee
authorised the service of a Statutory Notice upon the responsible
person to supply the premises with an efficient portable galvanised
iron dust bin, 18 inches deep and 16 inches in diameter. These
sizes may appear small in comparison with the old ashpit, but we
learn from experience that large dust bins encourage many people
to deposit in the dust bin matter which should be immediately
burnt. In cases where the Notices were not complied with, the
Council exercised its powers by providing bins, and recovering

design and construction ; they are made to a carefully prepared
specification, purchased in large quantities by contract, and
supplied at a low figure.
COLLECTION OF HOUSE REFUSE.
11,243 loads of house refuse have been collected during the
year. There are 27,000 houses in the Borough, from which the
refuse is collected every week, and to perform this work there
are employed 8 fillers, 16 carmen (who also assist to load) with
16 horses and vans, with a responsible foreman in charge. The
refuse is conveyed to the Destructor, where it is used as fuel for
generating steam for sewage pumping. The horses and drivers
are supplied under contract, while the fillers are employed and
the rolling stock owned by the Council. The lump sum contract
