REPORT
of the
MEDICAL OFFICER OF HEALTH FOR THE YEAR 1907.
POPULATION.
The estimated Population of the Borough, according to the
Registrar-General at the middle of 1907, was 136,421. This
represents an increase of 6,535 over the previous year. The
excess of Births over Deaths during the year was 2,186, therefore
the difference, amounting to 4,349 persons, represents the estimate
made for immigration to the Borough. This estimate of the
Registrar-General is based on the assumption that the rate of
increase at present going on is the same as that which existed
between the last two census years, namely, 1891 and 1901.
During this period, however, the development of the Borough
was phenomenal, and I think it will be agreed that such a rate of
increase is not taking place now, therefore the estimate of the
Registrar-General is probably somewhat too high.
An ever-estimated population renders fallacious the Birth,
Death, and other rates calculated on it, causing them to appear
unduly low. As a check, therefore, on the Registrar-General's
estimate, an enumeration of the occupied houses in the Borough
was made during the year, and allowing to each house the same
