OVERCROWDING.
It will be seen from the foregoing table that overcrowding is
becoming more prevalent within the Borough. It has been necessary
to take action in 17 instances for its abatement.
I have remarked in previous reports that overcrowding is the
inevitable consequence of high rents, for the number of rooms in
occupation by a working man and his family is not so much
determined by the size of the family as by the amount of rent that
can be afforded from the weekly income, which in very many cases
in East Ham is limited, and employment precarious.
Notice was served upon an owner to reduce the number of
persons occupying a house in Fourth Avenue, Manor Park. A
