Housing of the Working Classes Act.
During the year five houses in Howards Road, and six in
Plevna Street, were dealt with under this Act as unfit for human
habitation; they were thoroughly renovated and put in a sanitary
condition.
Sale of Food and Drugs Act.
In May last the Public Health Committee, feeling that the
provisions of the Sale of Food and Drugs Acts were not being
carried out in the District with that amount of energy which such
important work demanded, instructed me to procure samples of
Food and Drugs and submit the same for analysis. From that
date until 31st December, 36 samples were taken and forwarded
to the Public Analyst, who certified to eight of them being
adulterated.
On 7th August a sample of Milk was taken in transit from a
van of the Dairy Supply Company, at the place of delivery, and
which proved upon analysis to be adulterated with 15 per cent. of
added water
A Summons was duly issued and the case heard at the Stratford
Petty Sessions; a warranty from the farmer who had supplied
the Milk was produced in Court. The Summons was dismissed,
the Dairy Supply Company agreeing to pay all costs incurred.
The Warranty and Time Limit Clauses are great hindrances
to the effectual working of this Act. The defendant is under no
obligation to give notice that he holds a warranty, and the first
intimation received is when it is produced in Court; the limitation
of time having expired (28 days from the date when the sample was
taken) proceedings cannot be instituted against the Warrantor.
It is satisfactory to know that provision is made in the Bill
now before Parliament to somewhat amend this serious defect when
