I am hoping in the near future to see properly constructed tipcovered
vans at work collecting the dust, as this would greatly
facilitate the collection in those districts farthest from the shoot.
I have to again mention that there are a large number of
householders who refuse to place their dust outside their doors
ready for the dustmen to collect, necessitating the going through
the houses, which causes much loss of time and delay in the
collection.

In 140 cases they were complied with, but in 91 instances the District Council did the work of providing them, and recovered the costs from the owners.
