The total number of Borough Councils to be formed under
the Act is 28; these will take the place of 29 Administrative
Vestries and 13 District Boards of Works, (including the Local
Board of Woolwich).
Other provisions relate to the duties of Overseers, which
are to be merged in the new bodies, and to orders and schemes
for giving effect to the Act, etc.

Such is a brief outline of the provisions of this important Act. Assuming that the factors of population and rateable value named in Section 2 are taken into account in equal degree or proportion, and that the boundaries of the district are not materially altered, the per centage which each of the Parishes will be entitled to send is shown, approximately, in the following table:—

These figures will, however, be subject to modification in
the event, as is probable, of the number returnable being based
upon an estimate of the population in the several parishes at
the time when the Order is made in conjunction with the rateable
value thereof for the time being.
OBITUARY.
In February last the death was announced of Mr. Robert
Blatchford, who for many years had been a member of the
Board and filled the office of Chairman of the Sanitary and
Sewers Committee until failing health, culminating in complete
blindness, compelled his retirement. The Board passed a resolution
expressing its sincere regret and condolence. Also, in
May last, the death of Mr. W. Savage, after a long and painful
illness was reported. In this case the Board also passed a
resolution expressing its sincere regret and condolence with
the widow of the deceased.
