The Bill came before the House of Commons for its second
reading on the 23rd March, 1897, but, on a division, was rejected
by a small majority, 169 voting for and 187 against it.
PARLIAMENTARY SCHEMES
Parliamentary plans, gazette notices, &c., were in
November last deposited of the following schemes City of
London (inclusion of Southwark) above referred to; South
Eastern Railway (new lines and widenings); Great Western
Railway (additional powers).
The several plans, notices, &c., were referred to the Paving
and General Purposes Committee, who, having carefully considered
the same, reported as follows:—
"The South Eastern Railway (new lines and widenings) Bill.
"This Bill will enable the Company to widen their existing
line on the north side thereof very considerably. It will be
remembered that the Company, by their Act of 1896, obtained
parliamentary powers for widening the same on the south side,
and these works are now being carried out. A clause was, on
petition of this Board, inserted in the Company's Bill of 1896
for the protection of the St. Saviour's district and requiring the
Company to repay the Board the cost of lighting the arches
which will be rendered dark in consequence of such widening.
No provisions of the kind, however, are inserted in the present
Bill, nor for the facing of the abutments or piers of the arches
with glazed bricks, the prevention of noise, the percolation of
water, &c., and it will be necessary for the Board to lodge a
petition against the Bill in order to procure insertion of the
necessary clauses.

"Our Surveyor has reported very fully on the matter, and we submit the following tabulated statement, extracted from his report, showing the effect of the proposed additional widenings, that is to say, the width before the widenings sanctioned by the Act of 1896, the extended width of those now in progress, and that of the arches with the additional widenings now proposed, viz.:—
