on the introduction shortly afterwards of a Bill in Parliament
bearing the above title, a petition was presented by the Board
as follows:—
"To the Honorable the Commons of the United Kingdom
of Great Britain and Ireland, in Parliament assembled.
"The humble petition of the Board of Works for the Saint
Saviour's District, under their common seal, showeth, as
follows:—
"A Bill in now pending in your Honorable House, intituled 'A Bill
for the Inclusion within the boundaries of the City of London of
the Parishes of Saint Saviour (including the liberty of the Clink),
Christchurch, Saint Olave and Saint Thomas, Southwark, and
St John, Horselydown, and for other purposes.
"Your Petitioners are a Board of Works, incorporated under the
provisions of the Metropolis Local Management Act (18 & 19
Vic. c. 130) and a Sanitary Authority for the said district under
the provisions of the Public Health (London) Act, 1891.
"The district under the jurisdiction of your Petitioners is situate in
Southwark, in the County of London; it comprises the Parishes
of Saint Saviour and Christchurch, and contains a population of
25,365. It has a rateable value of £352,089, and forms part of
the Ward of 'Bridge Without,' one of the Wards of the City of
London.
“Notwithstanding that the said Ward of Bridge Without is one of
the Wards into which the City of London is divided and that the
City exercises certain jurisdiction over it by the appointment of a
High Bailiff, a High Steward, an Alderman and a Coroner for the
said Ward, under and by virtue of various Royal Charters, dating
from an early period in the history of the Borough of Southwark,
and that the said Charters have in nowise been annulled, rescinded
or withdrawn, the inhabitants and ratepayers of Southwark have
no control whatsoever in respect of the said appointments, and
no election of Common Councilmen has ever taken place for the
said Ward.
“Your Petitioners are of opinion that it will be advantageous to
your Petitioners' said district and conducive to the better
government thereof if the same, together with the other Parishes
named in the said Bill and proposed to be incorporated, are
included within the boundaries of the City of London as provided
in the said Bill.
“Your Petitioners, therefore, humbly pray that the proposed extension
of the City of London may be authorised and the said bill passed
into law.
“And your Petitioners will ever pray, &c.
Sealed by order of the Board."
W. H. ATKINS,
Clerk of the Board.
