In dealing with the Market Refuse no regular system can be
adopted, the tradesmen recognising no special time for throwing
out their waste refuse, consequently necessitating the sweepers
going round continually, the thoroughfares in many instances
requiring to he swept again a few minutes after being made
clean ; we have, however, by proper organization, been able to
effectually keep the Market in a very creditable state of
cleanliness and given satisfaction, I believe, to the Boro Market
Trust.
SCAVENGING AND DUSTING DEPARTMENT.
In accordance with the resolution parsed by the Hoard, notice
was given to the Contractors that the work of Scavenging and
Dusting in this District would be commenced by workmen
directly in the employ of the Hoard, commencing on June 24th,
1898. Preparations were made by securing a favourable site for
a depot entirely for this work, and the Board decided to extend
the small yard held by them in Lavington Street, the whole of
the stone stored there was removed, and ground excavated for
paving, old walls pulled down and the premises extended
another 80 feet on the frontage line.
Gullies, drains, Ac., were constructed, water and gas laid on
and other necessary facilities obtained for the due performance of
the work.
An agreement was entered into with Messrs. Clutton, of
Whitehall Place, and the total rental fixed at per annum.
A suitable fence was erected to enclose the whole area, and a
timekeeper's office and store room constructed.
Nearly the whole of the men employed by the Contractors
were retained by the Hoard, and the horses hired from
Mr. Samuel Taylor, of Tooley Street, who up to the present
time has supplied us with good cattle. The plant purchased
and the money expended in the requirements of this Department
are given below. The results obtained have so far satisfied me
that the work is better carried out and the District more
effectually cleansed than under the Contract System, and 1 am
sure the same remarks will apply to the watering of the District
next year.

drawn up a scale of charges which I give as follows : -
