By the City of London Parochial Charities Act, 1883,
(46 & 47 Vic., c. 36), the Charity Commissioners are directed
to prepare schemes for the application of endowments,
estimated to produce a net income of £50,000 per annum and
upwards, to any one or more of the following objects in the
Metropolis, viz :—
Polytechnic
Institutions.
Promotion of the Education of the poorer inhabitants of the
Metropolis by means of Exhibitions. Technical Instruction, Secondary
Education, Art Education, or Evening Classes.
Establishment and Maintenance of Libraries, Museums, or Art
Collections for the use of tho poorer inhabitants
Preservation, Provision, and Maintenance of Open Spaces, and
Recreation Grounds or Drill Grounds.
Promotion and Extension of Provident Institutions, and of Working
Men's and Woman's Institutes for tho benefit of the poorer
classes.
Establishment and Maintenance of Convalescent Hospitals for the
benefit of the poorer classes ; and, generally,
For the Improvement of tho Physical, Social, and Moral Condition
of the poorer inhabitants.
Communications were received from Mr. Edric Bayley, Lord
Hobhouse, and others, advocating the claims of South London
to a share in the benefits to be derived from the surplus funds;
and, in January last, on the motion of Mr. Haggis, the Board
passed the following resolution, viz :—
"That this Board desires to urge upon the Charity Commissioners
the paramount claims of South London for consideration in the
future application of tho endowments under the City of London
Parochial Charities Act, 1883, on the following grounds: (1) The
density of the population of tho poorer classes over the whole
district; (2) The small number and extent of existing endowments
for their benefit. The Board would respectfully suggest to the
Commissioners the desirability of establishing one or more institutions
of an extensive and varied character in the district, having in view the
social, moral, and physical improvement of the poor, and especially
for making provision for the technical education of the young."
