construct proper dwellings, where cleanliness could be
better enforced.” I still adhere more strongly than
ever to what I then said.
The original outlay will no doubt be large, yet the
great benefits that will be derived from the demolition
of these unhealthy houses and substituting wholesome
dwellings will considerably counterbalance the cost.
The physical and moral influences these improvements
will exercise upon the poor will, I am certain, soon show
a good result.
Sanitary Work.
In the year 1874, 71 notices were served upon
owners or occupiers of property to remedy sanitary
defects. Legal proceedings were resorted to in three
cases, the owners or occupiers failing to act upon the
notices served.
The Horse and Groom yard, Bedfordbury, has been
a source of great trouble from the dirty condition in
which it is kept, animal and vegetable refuse lying
about the yard, also manure; notices have been served
upon the owner at various times to discontinue the evil.
After the serving of each notice the nuisance has for a
time abated, and then would reappear again as bad as
ever. This year, 1875, in consequence of the frequent
recurrence of the nuisance, a summons was issued
against the owner, which was heard at Bow Street.
The magistrate severely reprimanded the owner, and
