fittings, and the lighting and extinguishing of lamps on such
erms as may be agreed upon with the owner of the premises.
It is proposed by Clause 13 to authorise the Council by
their officers to enter any premises for the purpose of ascertaining
whether the provisions of the Bill relating to the protection
of sewers are being contravened, and any person
refusing such entry or obstructing any officer in carrying out
his duties is liable to a penalty of £20.
Clauses 15 to 20 contain provisions for the alteration
and re-arrangement of Polling Districts, and by the 17th
Clause it is provided that in dividing Electoral Divisions and
Parliamentary Boroughs, or any division thereof, into Polling
Districts, the districts shall be arranged in such manner so
that every elector resident in any Electoral Division,
Borough or Division of a Borough, shall be enabled to poll
within a distance not exceeding one mile from his residence.
No Polling District, however, need be constituted containing
less than 300 such electors having votes at a Parliamentary
Election for such borough.
By Clause 21 it is provided that on the call of a poll for
the election of a Vestryman under the Metropolis Local
Management Acts there shall be an interval of not less than
five clear days other than Sundays or public holidays,
between the day on which the notice of poll is published, and
the day of the taking of such poll.
The Vestry were of opinion that some of the provisions
contained in this Bill were objectionable, particularly those
provided for by Clauses 13, 17, and 21, which the Vestry felt
to be quite unnecessary. Communications were accordingly
addressed to the London County Council, to Lord Wemyss,
and to the Hon. W. F. D. Smith, M.P., calling attention to the
Vestry's objections to the measure.
