The Vestry have, however, adopted the practice of carrying out
repairs by their own staff or contractors, and charging the cost
thereof to the Company opening the road or footway, and in the
opinion of the Vestry existing legislation is sufficient to meet all
reasonable requirements of the paving authorities so far as the
question of repairs is concerned.
CONSTRUCTION OF VAULTS.
By the Metropolis Local Management Act the consent of the
Vestry is required to the construction of vaults under footways, and
the following conditions are usually attached to any such consent
in this Parish:—
1. The vault to be kept within the inner line of kerb.
2. A space of two feet to be allowed between the crown of the
arch and the under surface of the pavement.
3. Special consent is required for coal-holes and other openings.
ST. THOMAS'S CHURCH.
In the year 1841, the Commissioners for Paving, at the request
of the Trustees of St. Thomas's Church (then Known as Archbishop
Tenison's Chapel) consented to an alteration in the footway of King
Street, abutting on the Church, and the enclosure of a small piece
of ground formerly used as part of the public way, in consideration
of which the Trustees agreed to pay a nominal rent of one
shilling per annum. This payment was regularly continued until
the year 1881, when some question was raised as to the ownership
of the enclosed ground. An application has since been made by
Messrs. Richardson & Sadler, on behalf of the Trustees, to the
Vestry for their assent to the erection of an addition to the Church
upon the land enclosed in 1841, and the matter is still under
consideration.
The porches of the Church also project into the public way, and
by an agreement with the Vestry in the year 1857, a nominal rent
of two shillings per annum is charged to preserve the rights of the
Parish to the ground, if required for public purposes at any future
time.
