The Parish of St. James's, Westminster.
Reverend Sir, My Lords, and Gentlemen,
I beg to lay before you the tables of mortality,
with an account of the sanitary work done in the
Parish, under my direction, during the year 1871.
I shall, as usual, make some remarks on these
documents, and refer generally to the present
sanitary condition, and compare it with the condition
of the Parish in past years.
The General Mortality of the Parish in 1871.
By reference to the Table of the Causes of Death
in the Parish for the four quarters of the year 1871,
it will be seen that the total death rate given in
these tables is seven hundred and twenty-one. Although
all the persons enumerated have died in this Parish,
the whole of them cannot be regarded as having
been affected by causes of death originating in Saint
James's, Westminster. The reason of this is that
a certain number of paupers who have been liable to
