It is not of course my duty to report on sanitary
matters, but I must state a personal conviction
founded upon ample evidence, that not only does
the public convenience require such accommodation
but to a far greater extent, the Public Health and
safety, and it is a matter well worthy of consideration
whether necessary additional power, should not be
sought by the Vestries and Local Authorities to
enable them to overcome the difficulties with which
the question is at present beset; at the same time
I feel called upon to bear witness, to the close
attention that has at various times been given by
the Vestry and the Works and Improvements
Committee to this subject, whenever an opportunity,
however slight, has enabled them to act in the
matter; the difficulty, apparently insurmountable, of
finding suitable sites, has hitherto, and doeg still
hinder any advance at all in this Parish.
Thanking the Vestry for the honor they have
done me in retaining my services, and for the
confidence reposed in me as well as for kindness
received.
I have the honor to be,
Rev. Sir, My Lords and Gentlemen,
Your most obedient servant,
A. P. HOWELL,
Vestry Sorbegor
