To the Chairman and Vestry of St. James's,

Reverend Sir, My Lords, and Gentlemen,
As directed at this period of the year I
present yon with a short summary of the principal
Works that have been executed during the twelve
months ending 25th March, 1864, in connection
with the department to which I have the honour to
belong. None of them, as will be seen, are very
formidable; the chief object of the Works
Committee, under whose instructions they have
been carried out, having been, as far as possible, to
curtail and reduce expenditure of any kind, so that
all the various matters referred to in the lists
annexed have been considered as actually necessary.
It should be borne in mind that, as a general
principle, a great deal more time and consideration
is required to do a little judiciously, than to do
a great deal indiscriminately; and although the
