The difficulties and impediments attending the
erection of this building, and which have at last
been surmounted by the exertions of the Rates
Collection Committee, are familiar to every member
of the Vestry, suffice it to say that they were of no
ordinary character and have involved a great amount
of labour and ingenuity on the part of the architect
to overcome; I think on the whole the Vestry may
congratulate themselves upon having one of the
most complete buildings of the kind in London, and
replete with as many conveniences as the circumstances
would permit.
I have the honor to be,
Gentlemen,
Yours most obediently,
A. P. HOWELL.
