the Sanitary Committee have taken into consideration
the propriety of having a better place for the
reception of dead persons, and of establishing in
this Parish a Public Mortuary. Two reports have
been made on the subject, and they still await the
decision of the Vestry as to the course that shall be
pursued in carrying out the Secs. 27 and 28 of
the Sanitary Act of 1866. In the report prepared
by me in August, 1867, it was shown that in order
to carry out the intention of the Legislature expressed
in the clauses of the Sanitary Act, greater
attention to decency and decorum must be observed
in the ordinary management of the Parochial
Dead-House; that some pretentions to ecclesiastical
and architectural ornament must be observed to
induce people to place the bodies of their deceased
relatives in these buildings.
I have pointed out that the essential features of
a Public Mortuary should consist of (1) a reception
room for bodies in coffins or shells waiting for interment—
the Mortuary proper; (2) an adjoining
but distinct apartment for uncoffined bodies waiting
identification, or when a post mortem examination
has to be made by order of a Coroner or otherwise
—this would be the Dead-house proper. A provision
might also be made for the Coroner to hold
inquests on bodies brought to a Public Mortuary.
