interested in opposing the scheme might attend, or at which
he might be represented.
The Hoard also appointed a Deputation to attend the
Managers and to further urge the views of the Board, and of
the residents in the locality, in opposition to the scheme.
At the subsequent meeting of the Hoard, on the 22nd
March, the Chairman (Mr. Theo. W. Williams) reported
the attendance of the Deputation, and that he had
suggested to the Rev. Mr. Luffman, who was acting
in connection with a Deputation from the owners and
residents in the locality, that they should attend at the same
time, and that Lord Dartmouth should be invited to head
the Deputation. Lord Dartmouth was, however, unable to
attend, and Mr. Luffman addressed the Managers in support
of a Memorial presented bv the owners and residents.
The Chairman addressed the Managers in support of
this Hoard's Memorial, and they referred the matter back to
their Works and General Purposes Committee for further
consideration and report. A Memorial from this Hoard to
the Managers had, in the meantime, been prepared and
presented to them.
Thus the mutter stood at the end of the year—March,
1893. The Hoard were subsequently informed that the
Asylums Hoard had desided to proceed with the purchase,
and petitions were lodged with the President of the Local
Government Hoard, asking that the suggested enquiry should
be held ; and the Hoard resolved to oppose the proposal, and
it was referred to the Works and General Purposes Committee
to take the necessary steps, with power to act.
The Inquiry was held on the 30th May, by Mr. Hedley
and Dr. Downes, Inspectors of the Local Government Board,
and evidence was given against the proposal on behalf of this
Hoard, who were represented by Counsel, and also on behalf
of owners of property and residents in the locality. The
Local Government Board, however, gave their sanction to
the purchase of the site for the purpose intended by the
Metropolitan Asylums Board.
