22 MAY, 1889.
"Almost all the houses in Plumber's Row have under"ground
rooms whose height is not seven feet, and yet
"are occupied as sleeping apartments, in spite of our
"constant vigilance.
"We may say that this area is by far the worst we
"have in the Hamlet, considering the class of tenants,
"whose habits are far from cleanly. There is not nearly
"sufficient ventilation or air space, and we would strongly
"urge some improvement to be made.
"The next area is that known and occupied as Firmin
"Place, and the East side of Parfett Street. These two
"streets run parallel to each other, and are in the midst
"of a densely populated neighbourhood. The houses in
"both streets are built very closely together, they have
"not sufficient ventilation, and are more or less in a
"dilapidated condition.
"The other area is that known and occupied as Edgar
"Place, and Victoria Place off Globe Road.
"The area consists of two rows of houses built back to
"back, they only have one room up and one down, have
"no back yards, there is not sufficient ventilation to any
"of them, and are in a more or less dilapidated condition.
