from the London County Council, and the reference of your
Board of 3rd of April last, the Medical Officer read a Joint
Report of himself and Surveyor, on the subject of Insanitary
Areas in the Hamlet as follows :
"To the London County Council.
"Gentlemen,
"We beg to report to you certain areas in the
"Hamlet of Mile End Old Town, which in our opinion
"come within the definition of Insanitary Areas under
"the Artizans' Dwellings' Act.
"The first area is that occupied and known as Yalford
"Street, Plumber's Row and Charles Court, as shown on
"plan. This area is situate in the West Ward, and near
"the border of the Hamlet adjoining the Whitechapel
"district.
"The houses in this area are built very closely to"gether,
and have not sufficient ventilation. The whole
"of these houses have been placed under the Act for the
"Regulation of Houses let in Lodgings, they are all
"occupied by foreigners, and in some cases two or three
"families in one house.
