whole time to the duties of the office, they had decided to offer no
further objections to the proposed arrangements, and accordingly
consented to the re-appointment of Dr. Cooney, and approved of the
payment to him of a salary at the rate of £400 per annum for his
services.
On the 9th November, 1892, the Law and ParliamenPark
Road. tary Committee reported as follows, viz.:—
That having considered a reference made to us by the Sanitary
Committee with regard to a letter of complaint re houses 30 to
40 Moore Park Road, which this Committee were requested to
investigate, we report and recommend:—
That the authorship of the letter having been acknowledged
by the Medical Officer of Health, the Vestry do
accept the ample apology made by him for it,
and further state that the Medical Officer of Health agreed to
tender a written apology to Mr. Warne in the matter.
After a very long discussion it was ultimately decided to
appoint a Committee of the whole Vestry, to enquire into the
whole of the proceedings concerning the Medical Officer of
Health.
On 23rd November, 1892, the Special Committee reported:—
That the Vestry find that the removal of Dr. J. Edwin Cooney
from the office of Medical Officer of Health of this Parish, is
necessary, in the general interests of the district and because of
his misconduct, that he is hereby requested to resign the office
of Medical Officer within a month from this date ; and that
in accordance with the Public Health (London) Act, 1891,
section 108, sub-section 2, clause "b," representation of the
complaints against Dr. Cooney be made to the Local Government
Board and their assent be asked as to the course adopted
by the Vestry. Provided that the Local Government Board be
further informed, that if their Honourable Board are of the
opinion that it is more desirable that a public enquiry should be
held by them at the Town Hall, Fulham, into the charges
against Dr. Cooney, the Vestry would offer no objection to their
so doing.
Which report after considerable discussion was carried on a
division by 37 to 16, and as an original motion by 46 to 1.
The Special Committee also presented for adoption by the
Vestry, the representation to be made to the Local Government
Board, which was approved.
