went Board's request, they have again given the matter their
careful consideration, and have resolved to abide by their previous
decision in re-appointing Dr. J. E. Cooney the present Medical
Officer of Health, at the same salary as before; he to devote so
much of his time as may be necessary to the proper performance
of his duties. The Vestry are aware that the present Medical
Officer of Health cannot now be appointed for a limited period,
and are convinced that with Dr. Cooney as Medical Officer of
Health, the public health work of the Parish, as evidenced by
the work done by him, and his annual and several special reports,
would be well performed without his being required to devote his
whole time to his duties.
The Vestry are of opinion that if it be necessary to appoint a
whole-time Medical Officer of Health at the present time,
according to the rate of increase of population in Fulham, it will
be necessary to appoint an additional Medical Officer of Health,
with whole time, every nine years.
Should the Vestry in the future find that the duties appertaining
to the office of Medical Officer of Health are not being satisfactorily
carried out on account of sufficient time not being devoted
to the performance of the duties or other cause, they will not
hesitate to make a change in the duties of such officer, Art. 12
of the Sanitary Officers' (London) Order, 1891, so as to require
him to devote his whole time to the duties of this office, and in
the event of his not acquiescing thereon, to determine his
appointment.
But the Vestry are of opinion that the time has not yet arrived
for them to require their Medical Officer of Health to devote his
whole time to the duties of the office.
At the meeting of the Vestry of the 22nd June, 1892,
It was Resolved:—
That, having considered letter from the Local Government
Board enclosing copy of letter from Mr. T. Weatherley, with
reference to the re-appointment of Medical Officer of Health, the
Clerk be instructed to forward extracts from the minutes of the
Vestry in reference to the re-appointment of Medical Officer of
Health to the Local Government Board, and further, that the
Local Government Board be informed that the Vestry in no way
agree with the observations of Mr. T. Weatherley, and do hereby
confirm the resolution of the Vestry of May 24th, 1892, the view
therein expressed being the result of most careful and deliberate
consideration of the Vestry for some time past.
On the 3rd August, 1892, the Clerk read a letter from the Local
Government Board, in which they stated, that while they regretted
that the Vestry had not seen fit to appoint a person to devote his
