stalls, which were visited in many cases more than once a day
during the summer months.
Fried Fish Shops.
The number of these premises on the register at the end of
1929 was 93, and during the year 391 inspections were made and
7 notices served. Particular attention was given to the quality
and condition of the fish and materials used in frying. In every
case the requirements of the L.C.C. By-laws were complied with.
Ice Cream.
Section 29 of the London County Council (General Powers)
Act, 1928, secures for Local Authorities increased powers relating
to any premises used or proposed to be used for the sale or
manufacture for the purpose of sale of ice cream or other similar
commodity or the storage of ice cream or other similar commodity
intended for sale. Such premises must be registered by the owner
or occupier thereof with the Sanitary Authority, and no premises
shall be used for the purposes aforesaid or any of them unless the
same are registered. Any person offending against the provisions
of this section shall be liable to a penalty not exceeding 40s. and
to a daily penalty not exceeding 20s. Section 29 of the Act does
not, however, apply to any premises occupied as a factory or
workshop and any premises used as an hotel, restaurant or club.
The increased consumption of ice cream in this country in
recent years and the easy manner by which this commodity can
be contaminated compels attention to the need for maintaining a
high standard of purity of this article. Compulsory registration
of these premises marks a very definite advance on existing
legislation relating to the conduct of this industry, but public
health authorities should not feel satisfied that the measures of
control of this commodity have been met until certain specifications
and standards have been fixed which will ensure the same
safeguards to the public which are at least comparable with
those regulating the sale of milk.
It should be noted that Local Authorities have no power
to refuse registration to any person desirous of engaging in the
business of manufacture or sale of ice cream nor to remove a
name from the register.
The number of premises registered in accordance with the
provisions of Section 29 of the L.C.C. (General Powers) Act,
1928, at December 31st, 1929, was 198. The inspections numbered
294. The number of sanitary notices served for unwholesome
conditions was 7.
