The Commissioners adopted the Report of Mr. Barry,
and the design of Messrs. Spalding & Cross was accepted,
Subject to the sanction of the Vestry and the approval of
the Local Government Board and to certain alterations in
the design as Mr. Barry might require, and their obtaining
a trustworthy and responsible Contractor within their
estimate.
The Designs were exhibited at a Meeting of the Vestry,
and the Vestry consented to a loan of £27,000, which sum
included Architect's fees, Quantity Surveyor's charges,
interest, legal and other contingent expenses for the erection
of the Baths and Wash-houses.
Application was made to the Local Government Board
for their consent to the loan of £27,000, and Colonel Luard,
C.E., held an enquiry at the Vestry Hall, on the 4th December,
1890, in reference to the application of the Commissioners
for the loan of £27,000, and evidence was given in
support of same, and subsequently a letter was received
from the Secretary of the Local Government Board requiring
the £27,000 to be borrowed in the following manner:—
£21,250 for the building, and £5,750 for boilers, heating
apparatus and machinery; the £21,250 to be repayable in
30 years, and the £5,750 to be repayable in 15 years; each
amount by annual instalments. Application was accordingly
made to the London County Council, the approval of
the Vestry having previously been given, for the Loan, and
a letter was received from them that they were prepared to
grant same at the rate of 3½ per centum per annum repayable
at the times required.
