systematized that the summer and winter work
have at present, equalised each other. The present
arrangements have satisfied the Committee that the
system is a correct one, as it prevents the necessity of
selling the surplus horses at a time when they have
become hardened to the Vestry work, and there would,
in all probability, be much difficulty in procuring
others of a like usefulness when required for the
ensuing season's work.
Selection of
Staff, &c.
Much consideration has been required in order
to carry out this new venture, it being an undertaking
of magnitude, requiring great attention, especially in
the selection of the Staff necessary for the effectual
carrying out the same, it is satisfactory to be enabled
to report that the whole work is proceeding most
successfully, leading the Committee to anticipate that
with another year's experience, further development
and perfection of that which has Leen so satisfactorily
commenced will be the result. The economy also of
the new System is incontestibly proved by the accompanying
Statement of Cost. It will not be considered
necessary to publish an elaborated detail, but rather
to give general statements of the relative value of the
work as derived from the accounts of the Vestry
comparing the same with previous year's accounts
