applicable for carting materials on to the Roads and
other incidental works, which sum had to be paid to
the Contractors (plus the Contract Total of ,£6,940).
This additional sum of £700—which was the cost
of cartage in the year 1875-6—has to be added to the
contract amount of £6,940 making a total of £7,640;
this shows at present an excess of £551 against the
proposed Vestry system. But the Vestry system
has this guarantee, that the work will be more
satisfactorily and effectually done; and, whether
more or less, no payment will be made except for
work actually executed. And as before stated in
this Report, in all probability the above cost will be
considerably reduced as the system is perfected.

Upon referring to the Table showing the winter
and summer requirements, it will be seen to be
necessary to employ in the summer the minimum
number of horses possible; otherwise, during the
wet days of the summer season it will be difficult
to find work for the full number of Horses which
must be provided for Watering purposes. This difference
in the requirements for summer and winter
may, when the details of this enlarged scheme is fully
considered, be overcome, but at present it shows a
loss of power at ccrtain conditions of the weather.
