The Public Health (London) Act, 1891, which came
in force on January 1st, 1892, casts a new and difficult
duty upon the Local Authorities, viz., the cleansing of
the footways, not only at ordinary seasons, but of all
ice, snow, &o.
Previously to this, the duty of clearing the footways
of snow was upon the occupiers of the premises abutting
upon the footways, but now the Vestry are liable to a fine
not exceeding £20 "if any street in the district,
"including the footway, is not properly swept and
"cleansed, or the street refuse is not collected and
"removed from such street as far as is reasonably
"practicable."
Fortunately very little snow fell last winter, but in
order to comply with the above requirements, it was
necessary to acquire and have ready a large stock of
tools and to make arrangements for employing and
organising all the casual labour which could be
obtained.
Although but little snow fell, an expense of
£113 3s. 6d. was incurred for additional labour in the
attempt to clear the footways.
Scavenging.
