Section 107 (2) "Where it is shown that a sufficient number of
sanitary inspectors have not been appointed, the Local
Government Board may make an order on the Sanitary
Authority to appoint such number of additional inspectors
and to allow them such remuneration as the order
directs.
It will thus be seen that many new duties are
imposed upon the Vestry and its officers by the new
laws, and these duties are compulsory. To recapitulate, i t
they are:—
1. Systematic house-to-house visitation.
2. The registration and supervision of houses let
in lodgings.
3. The registration and inspection of underground
rooms.
4. The inspection of smoke nuisances and factory
furnaces.
5. The inspection of workshops and workplaces.
6. The inspection of such premises as are notified
by II. M. Factory Inspectors.
7. The inspection of new houses with respect to
water supply.
8. The enforcement of bye-laws.
9. Additional clerical duties with respect to notices
and cases of infectious diseases.
This is a very considerable total and will certainly
necessitate help in the sanitary department. In my
opinion, at least three additional inspectors and another
clerk are required, as the work in hand is quite as much
as the present staff can dispose of; so far no attempt
has been made to deal with smoke nuisances or workshops,
and as bye-laws have not been made, duties
under these have not arisen.
