difficulty in organising and controlling casual labourers
of this class, and several men, after being at work a few
hours, were dismissed for drunkenness. The practice was
adopted of taking on the men without distinction, and
not making an application to the Relieving Officer a
qualification for employment.
The suggestion of the Local Government Board that
works which would ordinarily have been carried out
later in the year should be started for the purpose of
affording relief, was found to be impracticable. During
prolonged frosts it is impossible to carry on the ordinary
work, and the staff of masons, paviors, rammermen,
sewermen, the roller driver, and roadmakers could
not go on with their ordinary work, and employment
had to be found for them in clearing away snow, which
is practically the only work Local Authorities can then
carry on.
