School Board for London Election Bill which proposed
to abolish the existing Divisions for Election of Members of the
Board, and to enact that every undivided Parliamentary Borough
and every Division of a divided Borough, shall be a Division to
return one Member, except that the City shall be entitled to return
two members. The Vestry had more than once approved the
principle of the Bill, and on the recommendation of the Parliamentary
Committee, presented a Petition to the House of Commons
in favour of the Bill, and requested the support of the Members
for the Borough. The Bill did not proceed further than the
second Reading.
London Water (Meter) Bill.—The Bill was dropped before
pushing the second Reading. No action was taken by the Vestry,
it not appearing probable the Bill would receive support..
Rating of Machinery.—Two Bills wore introduced. The
first was withdrawn. The second Bill proposed to exclude from
estimation in fixing rateable value, trade, business or manufacturing
machinery which is capable of being removed, and does not require
special construction or adaptation of the hereditament. On the
Report of the Parliamentary Committee, the Vestry were of opinion
that tho objects sought by the Bill were desirable. The Bill has
not proceeded further than Committee.
Rating of Schools' Bill.—The Bill proposed that all Public
Elementary Schools should be exempt from payment of Local
Rates. The Vestry adopted the views of the Parliamentary Committee
that the Bill was most objectionable, and would entail serious
loss on this and other East End Parishes ; and it was decided to
write to the Education Department, the Local Government Board,
and the Members for the Borough, with a view to the London
School Board District being excepted from the operation of the
Bill; also to write to the Vestries and District Boards of the Last
End of London, drawing attention to the effect of this Bill.
The Bill has been withdrawn.
