In about 26 per cent. of the houses, the floors of the lower rooms
are below the street level, and 33 per cent. are unprovided with
ventilation beneath the floor boards, which, in many instances, rest
on the earth without any air space.
In compliance with instructions from the County Council, in
the early part of 1891 I again visited and examined every house
in the area; the results of my inspection will be found in the
following tabulated statements:—
