tenements, but very few of these were found upon examination to
be so well arranged as to satisfy me that "suitable accommodation"
and "due provision for the sanitary requirements" of the tenants
had been provided, and in most instances I have declined to certify;
indeed, in many cases a notice under the Nuisance Removal Act to
do certain works to abate nuisances has been handed to the expectant
landlord instead of the certificate upon which he fondly hoped to
claim exemption from taxation.
Conditions required by the Medical Officer of Health before the
necessary certificate named in the Act can be granted:—
1.—The building must be in good repair, and all walls, ceilings and
floors clean.
2.—The lighting and ventilation of the rooms and passages must be
satisfactory; all windows must be made to open. The air space
must be such as will give at least 400 cubic feet for each adult
occupant (two children under twelve to count as one adult).
3.—Each tenement must be provided with separate W.C., draw-off
tap, sink, copper and cooking range.
4.—The drain must be constructed of glazed stoneware pipes, properly
laid and watertight; any portion of the drain passing under
the house must be bedded in and covered with concrete.
5.—The soil pipe must be outside the building, and be constructed of
lead or iron with all joints made watertight, it must be carried up
above the roof, full bore, and be left open for ventilation. The
open end of the soil pipe must be placed as far as possible from
any window, door, chimney or other opening.
6.—Eainwater pipes, waste pipes from sinks, lavatory basins, baths,
etc., must be disconnected from the drain or W.C., and made,
to discharge in the open air over a properly trapped stoneware
gully.
7.—The W.C. must be effectually lighted and ventilated, and if placed
inside the building must be separated from the living rooms by
cross ventilation. The closet pan must be a modern short
hopper and provided with a rim flush. The water supply must
be provided from a separate cistern, or from a syphon flushing
tank having a capacity of at least two gallons, and a down
pipe of at least 1¼ inches in diameter.
